Every year someone discovers that horror is the best return on money in the business and writes a think piece about it. They are not wrong. A modest budget, a clear hook and an audience that shows up opening night is a strong setup.
What the think pieces skip: most micro budget horror never gets a theatrical release at all. The multiple is real for the winners and invisible for the rest. I love this model, and I also want people to know it has a very long tail of films nobody sees.
Slate financing lens: this is why slates exist. You back several small films because one breakout pays for the rest. It works as a portfolio, not as a single bet. Not advice, never advice.
Found footage is the purest version of the model. The camera is the budget. The famous late 90s and late 2000s examples made for almost nothing are why every one of us owns a shaky cam and a plan.

Short the hype, long the craft is my entire thesis here. Cheap does not mean good. The high multiple winners were also just well made.
Makeup effects are where low budget films either save money or waste it. One great practical effect in the right shot does more than a lot of mediocre ones.
Worth adding: these films keep earning on catalog for years. The opening multiple is the headline. The long tail on streaming and October rewatches is the pension.
